Valcon is associated with the Arena and the Arena Arbiter. You can check your Arena score, Arena leaderboard and trade your Scrolls of Arena with him.

Valcon is next to the Arena Arbiter, who is above Dingo in Woody-Weedy Village and Woody-Wordy Village.

Because of the extra leaderboard and the scoring system, the Arena has two NPCs. You can register to participate the event and check for help with the Arena Officer, while Valcon allows you to trade items and check scores and the leaderboard.
